702.6 - Utility Cart & Golf Cart Policy
1. Purpose
The purpose of this policy is to promote the safety of staff, faculty, students, and visitors at the University of Arkansas – Fort Smith (UAFS) by establishing standards for the safe operation of utility vehicles and golf carts on campus.
2. Scope
This policy applies to all UAFS staff, faculty, students, contractors, and any individuals who operate utility vehicles or golf carts on university property.
3. Responsibilities
3.1 Environmental & Occupational Safety Office
- Ensure operators have access to this policy and complete the acknowledgement form
- Review and update the policy as needed
3.2 Facilities
- Ensure all UAFS-owned vehicles are inspected and maintained in safe condition
3.3 Operators
- Operate vehicles safely and in accordance with this policy
- Perform pre-operation inspections, including:
- Check tires for inflation and wear
- Test brakes, steering, and horn
- Inspect for leaks
- Verify lights (if equipped)
- Secure all cargo
4. General Operating Procedures
- Operate vehicles safely at all times
- Adjust driving to weather and visibility conditions
- Yield to pedestrians and reduce speed
- Pay attention to individuals with disabilities
- Do not obstruct traffic flow
- No headphones or devices that impair hearing
- No mobile device use while driving
- Keep limbs inside vehicle
- Wear seatbelts when available
- Do not exceed passenger or weight limits
- Passengers must remain seated
- Do not leave keys in unattended vehicles
- Report safety issues immediately
- Secure transported materials
- Follow manufacturer guidance
- Report accidents immediately
5. Parking Procedures
- Park only on paved surfaces
- Do not park in pedestrian or restricted areas
- Do not block emergency access or entrances
- Pause operation during heavy pedestrian traffic
6. Driving Procedures
- Use sidewalks and crosswalks when available
- Avoid public streets
- Drive straight on slopes
- Maintain slow speed (walking pace)
- Avoid lawns and landscaped areas
- Do not operate at night without lights
- Do not shift gears while moving
- Check behind before reversing
- Take turns slowly
- Do not drive inside buildings
- No stunt driving or horseplay
7. Operator Requirements
- Complete Workday Utility Cart Training
- Review this policy
- Sign acknowledgement form
- Submit signed form to EOS prior to operation
- Provide a valid driver’s license
8. Accident Reporting
All accidents involving utility vehicles or golf carts must be reported immediately to:
- The operator’s supervisor
- The Environmental & Occupational Safety Office
